“Ron was making fun of Felipe,” Mr. Toledo said. “Felipe approached him aggressively, and Ron hit him with a wheelchair part,” possibly a footrest.
Mr. Toledo said that Mr. Rivera-Cruz had a “miniature gash” on his forehead, and that before the officers left, without taking any action, Mr. Rivera-Cruz had urged them to look at video from a surveillance camera.
“They didn’t want to talk to anybody,” Mr. Toledo said, adding that they had suggested that Mr. Rivera-Cruz might have fallen from his wheelchair.
According to Mr. Toledo, the officers also told Mr. Rivera-Cruz, “We don’t have time, and you are drunk.”
The police gave a different account. They said that the initial call had been for a dispute, not an assault, and that when officers arrived, no one needed medical attention. The officers spoke to both men and determined that neither wanted to press charges, according to the police.
Heather Janik, a spokeswoman for the city’s Department of Homeless Services, said that Barrier Free Living was a nonprofit group that operated the residence under contract with the city. The department, she added, “sends our most heartfelt condolences to the friends and family of the deceased individual. The city is investigating the circumstances surrounding the death. State social services law prohibits us from disclosing any personal information about clients.”
Ms. Janik declined to answer questions about the officers’ response.
The police said it was not known how long it had been between the time the officers who responded to the initial call left the residence and the time the police were called back.
Mr. Toledo said that after the officers left the first time, Mr. Garcia took an elevator to the second floor. Mr. Rivera-Cruz, who, Mr. Toledo said, was saying he would take matters into his own hands, soon followed. Things moved quickly, according to Mr. Toledo, who said that he and others witnessed the stabbing on a video monitor.
“We saw it as it happened,” he said. “We all ran to the monitor. We were stunned.”
Mr. Toledo said that a security guard went to the second floor, but it was too late. He said the guard took the knife from Mr. Rivera-Cruz.
A woman at the residence’s front desk declined to comment.
Mr. Toledo said that both men had been victims of gun violence and that Mr. Garcia had lived at the residence for about a month, and Mr. Rivera-Cruz for about a year and a half. According to Mr. Toledo, Mr. Garcia said he had been hit eight times in a shooting, and Mr. Rivera-Cruz said he had been shot in Puerto Rico, where he once lived.
Relatives of Mr. Garcia said — and the police confirmed — that he had been shot on May 19 in the Bronx. His sister Giovanna Garcia said that to protect his family, he had moved to the residence rather than stay with them. She said that Mr. Garcia had an arrest record.
On Saturday afternoon, Mr. Garcia’s father, Lisardo Garcia, 59, arrived at the residence. Speaking in Spanish, he said that he was a civil engineer in the Dominican Republic and that his son, whom he described as a jovial young man, had been born in New York.
Later, at the family’s apartment on University Avenue in the Bronx, Ms. Garcia, 26, said that her brother had called her, crying, between the two encounters with Mr. Rivera-Cruz.
“He told me he had a fight,” she said. “He said, ‘The police is coming. Come pick me up.’ ”
He did not get into specifics of what had happened, she added.
She said that when she arrived, she was told that he had been taken away in an ambulance.
